Sure, the killer could be THAT demented, but it defies the profile for serial killers, who have a type, like kids. Plus, that random copper sergeant happened to be a guy he'd be in contact with at the station? What are the odds?
I was entertained by the series, but hey, if you did this in fic, people would WTF on the inconsistencies, sort of.
