I think they would have gone completely stir-crazy, if they weren't who they are... they're able to maintain a level of sanity for each other.
I'm not sure if Jack knows anything, or is secretly regretful because he knew and couldn't fix this (and doesn't want to admit it) or secretly something else because the Doctor tells them that they're safe and Jack knows Torchwood isn't safe. Maybe the food was stockpiled for a reason, hmm? We don't know!
